The full story

Houston City Hall rewards a close look at civic architecture beside Hermann Square. The exterior carries the visit; seeing its marble lobby requires checking access to this working government building.

Joseph Finger’s 1939 building brings a compact limestone landmark into a downtown skyline of much taller structures. Its sculpted reliefs, entrance metalwork and reflecting-pool setting make a short architecture stop worthwhile. The decoration also explains how the building presents government, from figures associated with law to the image of people taming a horse.

The sculpture above the lobby entrance depicts two men taming a wild horse. It was conceived as an image of people joining together to create government and bring order to their surroundings. Herring Coe and Raoul Josset produced its plaster cast and those for the building’s friezes. That symbolism continues in the entrance medallions, which place figures from different periods of lawmaking around the doors. Inside, the lobby floor also represents government’s protective role. The square adds a more personal connection to Houston’s history: the site was once George H. Hermann’s homestead, linking this civic setting with the man whose land gift created Hermann Park in the Museum District. Looking between the relief, entrances and square turns a brief facade stop into a reading of the city’s civic ideals.

  • Texas Cordova limestone faces the building.
  • Entrance medallions depict figures associated with lawgiving.
  • A horse-taming relief faces Hermann Square and its reflecting pool.

Start in Hermann Square for the facade and reflecting-pool setting.

Confirm lobby access before planning to see the interior marble and artwork.

Combine City Hall with the Central Library and Tranquillity Park.
